The European Parliamentary Research Service (EPRS) has identified Virtual Private Networks (VPNs) as a significant loophole in current age-verification legislation. As European governments implement stricter child-safety rules requiring platforms to verify user ages for restricted content, regulators have observed a surge in VPN usage among minors seeking to bypass these regional checks.
In response, some policymakers are suggesting that VPN services themselves should be restricted to adults or required to implement their own age-verification protocols. Privacy advocates and VPN providers have raised concerns that mandatory identity checks for privacy tools could compromise user anonymity and create new data security risks.
